Registered Provider Vs Coordination Service Vs Service Provider

In SAH, these three terms sound similar but they mean very different things. The confusion is common because “provider” is used in multiple ways across the new Aged Care Act.

Coordination Service

A specific service type sub contracted to, or delivered by, a Registered Provider.

It is NOT a separate kind of provider — it is a function within the SAH system.

A Coordination Service is responsible for:

  • Intake and assessment

  • Support planning

  • Risk, safety and wellbeing monitoring

  • Disaster and emergency planning

  • Approving workers (including self‑chosen workers)

  • Oversight of invoices and spending

  • Ensuring compliance with SAH rules

  • Ongoing check‑ins and plan reviews

They do NOT deliver hands‑on support.
They organise, oversee, and keep the client safe and compliant.

Think : the “care organiser and safety net”.

Registered Provider

The organisation legally registered with the Aged Care Quality and Safety Commission to deliver Support at Home services.

A Registered Provider is the entity that holds the registration.
They must meet:

  • The Aged Care Act 2024

  • The Code of Conduct

  • Quality Standards (depending on their category)

  • Serious Incident Response Scheme

  • All SAH program rules

A Registered Provider may deliver:

  • Care management

  • Everyday living supports

  • Independence supports

  • Clinical care

  • Short‑term pathways

  • Assistive technology & home mods
    (depending on their registration category)

Think : the “legal umbrella organisation”

Service Provider

This term is used in two ways depending on context:

In SAH legislation:

A Service Provider is simply a Registered Provider delivering a specific service type (e.g., domestic assistance, personal care, nursing, home maintenance).

So in SAH language:

  • A Registered Provider becomes a Service Provider when they deliver a service to a client.

In everyday language:

People often use “service provider” to mean:

  • The organisation sending workers to the home

  • The business delivering the hands‑on support

This is the group that:

  • Employs and trains workers

  • Manages rosters

  • Supervises staff

  • Ensures workers meet standards

  • Delivers the actual support tasks

Think : the “people who come to your home and do the work”.

The simplest way to remember it

  • Registered Provider = the organisation

  • Coordination Service = the organiser and safety system

  • Service Provider = the people who deliver the support
